Manifesto

MANIFESTO READING COMR. JOSEPH CONFIDENCE SOCHI ASPIRANT FOR DIRECTOR OF FINANCE, STUDENTS’ UNION GOVERNMENT, UNIVERSITY OF PORT HARCOURT Protocol, distinguished leaders, fellow aspirants, and my dear students of the University of Port Harcourt. I stand before you today with humility, courage, and a deep sense of responsibility to present my manifesto as I seek your support for the office of Director of Finance, Students’ Union Government, University of Port Harcourt. My name is Comr. Joseph Confidence Sochi, and I am not presenting myself because I simply desire a title or position. I am presenting myself because I believe that leadership is a responsibility, and the office of Director of Finance requires a person who understands the importance of trust, accountability, transparency, discipline, proper financial management, and service to students. The Students’ Union belongs to all of us. Its resources are students’ resources, and every naira entrusted to the Union must be treated with responsibility and integrity. If given the privilege to serve, I will work with the leadership of the Students’ Union to build a financial system that students can understand, trust, and be proud of. ⸻ MY VISION My vision is to contribute to building a Students’ Union where financial management is transparent, accountable, organized, and student-centered. I envision an administration where students are not left wondering how Union resources are managed, but where appropriate financial information is properly documented and communicated. I believe that a strong Students’ Union requires a strong financial foundation. When finances are properly managed, the Union can provide better services, support student activities, respond to genuine needs, and pursue projects that positively affect the student community. Therefore, my administration will promote a culture where every financial responsibility is taken seriously and every opportunity to improve the Union’s financial strength is explored responsibly. ⸻ ACCOUNTABILITY The first pillar of my manifesto is accountability. As Director of Finance, I will advocate for proper documentation of financial transactions and responsible financial procedures. Money entrusted to the Students’ Union must never be treated as personal money. It belongs to the students. I will work to ensure that financial records are properly maintained and that expenditures are supported by appropriate documentation. Accountability also means being willing to answer questions and accept constructive criticism. I believe that a financial officer should not be afraid of scrutiny. Rather, scrutiny should strengthen the system. My commitment is simple: Students deserve to know that their resources are being handled responsibly. ⸻ TRANSPARENCY My second major priority is financial transparency. Transparency builds confidence, and confidence builds a stronger Union. I will support mechanisms that make relevant financial information available to the appropriate Union authorities and students in a clear and understandable manner. Where financial reports are required, they should be properly prepared and presented. Where expenditures are made, they should be properly documented. Where financial decisions affect students, the principles behind those decisions should be clearly communicated. I want students to be able to say: “We trust our Union because we can see the seriousness with which its finances are being handled.” That is the kind of financial culture I want to contribute to. ⸻ PROPER FINANCIAL RECORD KEEPING A strong financial system cannot exist without proper records. If elected, I will prioritize the proper organization and preservation of financial records within the limits of the office and the Union’s established financial procedures. Receipts, payment records, budgets, approvals, financial statements, and other relevant documents should be properly kept and easily traceable by authorized persons. Good record keeping does not only help the current administration. It also helps future administrations understand what was done before them. I believe that every administration should leave behind a better system than it inherited. Therefore, my goal will be to support a financial structure that promotes continuity, accuracy, responsibility, and institutional memory. ⸻ FINANCIAL DISCIPLINE As students, we understand that resources are limited and needs are many. This makes financial discipline extremely important. If elected, I will advocate for responsible spending and proper prioritization of Union activities. Not every demand must automatically become expenditure. We must ask important questions: Is this expenditure necessary? Does it benefit the students? Is it properly authorized? Can it be achieved more efficiently? These are the kinds of questions responsible financial management requires. My administration will encourage a culture where financial decisions are made based on need, priority, impact, and available resources. ⸻ SUPPORT FOR STUDENT WELFARE Financial management should ultimately contribute to the welfare of students. The office of Director of Finance may deal primarily with financial matters, but the purpose of managing finances is to enable the Students’ Union to serve students better. I will support initiatives that responsibly channel Union resources toward programs that have meaningful benefits for the student community. These may include student-oriented programs, academic support initiatives, welfare interventions, leadership programs, entrepreneurship opportunities, and other legitimate projects approved through the appropriate Union structures. I believe that financial management should not be about numbers alone. Behind every figure is a student whose interest the Union is expected to protect. ⸻ IMPROVING THE FINANCIAL STRENGTH OF THE UNION Another important part of my vision is to contribute to improving the financial strength of the Students’ Union. A Union that depends entirely on limited sources of funding may find it difficult to meet the increasing needs of students. Therefore, I will encourage the exploration of legitimate and sustainable ways of improving Union revenue, while ensuring that all financial activities comply with applicable University rules and Union regulations. We can explore partnerships, sponsorship opportunities, approved fundraising initiatives, student-focused programs, and other lawful revenue-generating opportunities. However, increasing revenue must never become an excuse for financial irresponsibility. We must grow the Union’s finances while protecting the trust of the students. ⸻ BUDGETING AND FINANCIAL PLANNING Good leadership requires planning. A Union administration should not wait until money is available before deciding how to use it. There should be proper planning and budgeting based on realistic expectations and identified priorities. I will support the preparation of responsible financial plans that reflect the needs of the Union and the students it represents. Proper budgeting will help the Union distinguish between essential commitments and less urgent expenses. It will also make it easier to measure whether financial resources are being used according to approved plans. My belief is that: “A planned naira is more useful than an unplanned million.” ⸻ COLLABORATION WITH OTHER UNION OFFICERS The Director of Finance cannot work effectively in isolation. The Students’ Union is a team, and effective financial management requires cooperation among the President, Vice President, Secretary-General, Treasurer, Auditor, Directors, representatives, and other relevant officers. If elected, I will work collaboratively with other officers while respecting the responsibilities and boundaries of each office. I will promote communication and professionalism in financial matters. Where there are challenges, I will seek constructive solutions rather than unnecessary conflict. Leadership is not about proving who is more powerful. Leadership is about working together to achieve results. ⸻ FINANCIAL EDUCATION AND AWARENESS Another area I hope to encourage is financial awareness among students and Union representatives. Many students may not fully understand how Union finances work. I believe that creating awareness about budgeting, accountability, financial procedures, and responsible resource management can strengthen student participation. Students should understand not only what the Union does but also how its financial responsibilities work. An informed student community is better positioned to ask the right questions, participate constructively, and hold leaders accountable. ⸻ RESPONSIBLE USE OF STUDENTS’ RESOURCES I want to make one thing very clear: Students’ resources are not personal resources. They must be managed with respect. If elected, I will approach the office with the understanding that every responsibility comes with accountability. I will not promise what I cannot responsibly deliver. I will not support reckless spending simply because it is politically convenient. I will not compromise the principles of accountability and transparency for personal gain. My commitment is to serve with integrity and to uphold the trust that students place in me. MY PROMISE TO THE STUDENTS My dear fellow students, I am asking for your support because I believe that together we can build a stronger financial system for our Students’ Union. I promise to approach this office with humility. I promise to listen. I promise to learn. I promise to work. I promise to uphold accountability. I promise to promote transparency. And I promise to always remember that the students are the reason the Students’ Union exists. I will not see the office as an opportunity for personal enrichment. I will see it as an opportunity to contribute to the development of our Union and the welfare of our fellow students. ⸻ CONCLUSION Fellow students of the University of Port Harcourt, Today, I stand before you not just as an aspirant, but as a fellow student who shares your hopes for a better and stronger Students’ Union. We want a Union where resources are responsibly managed. We want a Union where leaders can be questioned. We want a Union where financial decisions are made with wisdom and discipline. We want a Union that can grow financially without compromising the trust of its members. And we want leadership that understands that service is a privilege, not a personal entitlement. That is the kind of leadership I am offering. I humbly ask for your support, your encouragement, your guidance, and your prayers. Together, we can promote accountability, transparency, financial discipline, financial growth, and responsible service. Together, we can build a Students’ Union that inspires confidence. Together, we can make a difference. My name is Comr. Joseph Confidence Sochi. I am ready to serve. I am ready to work. I am ready to be accountable.
